AFENET was an important institutional partner in the EMBLEM research network and worked directly with SHED on study administration and financial arrangements. SHED's records reflect formal agreements and sustained communication concerning research funds, subcontract administration, reporting, overhead and implementation.
Large international studies require institutions capable of handling both science and administration. SHED had to employ and support study personnel, manage local research costs, maintain documentation, communicate with partners across countries and make sure financial processes supported rather than delayed field operations. AFENET provided part of the regional research-administration structure through which that work was coordinated.
The relationship demonstrates that SHED can operate within formal subcontracting and grant-management systems while still carrying responsibility for day-to-day implementation in Tanzania.
