Clinical-capacity and public-health collaboration.
Jhpiego worked directly with SHED and APHFTA during the voluntary medical male circumcision program in Rorya District. The relationship involved practical implementation issues such as provider payments, transfer documentation, logistics, medical-waste management, unused procedure kits, financial controls, audit questions and final project reporting.
SHED's responsibility was to manage the field-level realities behind a large public-health program: communicating with participating health facilities and providers, maintaining records, resolving payment and supply issues, organizing logistics and ensuring that project documentation could withstand outside financial and program review.
The surviving program history demonstrates that SHED can work within a highly structured international health program and respond to the detailed administrative requirements that come with donor-funded implementation — skills directly relevant to future health partners.
