Implementing public-health programming in Rorya.
APHFTA engaged SHED as an implementing organization for major HIV-prevention and voluntary medical male circumcision work in Rorya District. The relationship was governed by formal project agreements that assigned SHED responsibility for local implementation, staffing, community mobilization, procurement, financial management and reporting, while APHFTA provided funding, technical support and monitoring.
The work required coordination across multiple facilities and communities rather than a single clinic. SHED organized personnel, ensured supplies, worked with local health providers, conducted community outreach, maintained records, managed program funds and responded to audits and reporting requirements. Later implementation phases involved additional coordination with Jhpiego and national public-health structures.
SHED was trusted not simply to host activities, but to manage the local implementation responsibilities on which program success depended — strong evidence of its ability to administer externally funded health programs.
